[PATCH] D142907: LangRef: Add "dynamic" option to "denormal-fp-math"

Fix dropping target-cpu. Also skip interposable functions if we aren't internalizing (this seems to be a theoretical concern, since PropagateAttrs and Internalize are set as a pair)
