[PATCH] D140263: [NFC] Vastly simplifies TypeSize

Simplifies the implementation of `TypeSize` while retaining its interface.
There is no need for abstract concepts like `LinearPolyBase`, `UnivariateLinearPolyBase` or `LinearPolySize`.
