LOG: [IR][PatternMatch] `m_Not`: do not apply inner matcher unless `Not` matched
This is consistent with how other commutative matchers operate,
and i assumed that is how this one worked, alas it did not,
and thus `foldNestedSelects()` was miscompiling stuff.
