[PATCH] D133166: [mlir][MemRef] Canonicalize extract_strided_metadata(subview)

- Remove lambdas and use ternary op instead
- Use `getIndexAttr` instead of `getValueOrCreateConstantIndexOp`
- Merge the offset computation loop and the strides computation loop
- Fix typos
