[PATCH] D130586: [cmake] Use `CMAKE_INSTALL_LIBDIR` too

This is breaking our build setup. It causes e.g. the Clang resource headers to be installed to `lib64/clang` instead of `lib/clang`. Given this and the other breakages, can we revert for now?
