LOG: [NFC] const-ed the return type of FunctionPropertiesAnalysis
The result is a data bag, this makes sure it's signaled to a user that
the data can't be mutated when, for example, doing something like:
auto &R = FAM.getResult<FunctionPropertiesAnalysis>(F)
...
