In case we are unable to fix the underlying issue for https://github.com/llvm/llvm-project/issues/54154, this is a revert of c8bb177 <https://reviews.llvm.org/rGc8bb1777fff5d1ae28a2deac0d6677e081d4200f> based on the `release/14.x` branch. It's late here, but if someone wants to apply it tonight, it should apply conflict-less.
