Address latest comments. Pulled in onlyFirstLaneDemanded from D116554 <https://reviews.llvm.org/D116554>. Unfortunately D116554 <https://reviews.llvm.org/D116554> itself cannot be applied before this patch, because the stepvector transition is required for the use in buildScalarSteps.
