[PATCH] D90186: [TableGen] Update xxx-tblgen command document

Is there some way we can put the clang-tblgen and mlir-tblgen documentation into their respective projects. Seems like making someone update documentation in the llvm base project when they update tblgen in the clang/mlir project is a recipe for forgetting to do it.
