LOG: [X86][AVX] ComputeNumSignBitsForTargetNode - add X86ISD::VBROADCAST handling for scalar sources

The target shuffle code handles vector sources, but X86ISD::VBROADCAST can also accept a scalar source for splatting.

Added as an extension to PR49658
