I don't think it makes a lot of sense to retain a PhaseOrdering test that
folds to undef. I'd either tweak it to avoid that (maybe replace the undef
phi input?) or drop it entirely. It looks like the test was originally
added for https://reviews.llvm.org/D61726, which never landed.
