[PATCH] D95817: NFC: Migrate LoopUnrollPass to work on InstructionCost

This patch migrates cost values and arithmetic to work on InstructionCost.
When the interfaces to TargetTransformInfo are changed, any InstructionCost
state will propagate naturally.
