[PATCH] D87233: [POC][DebugInfo] Use entry values within IR

- Use `VMContext` instead of `InsertBB->getParent()->getContext()`

- Additional TODOs:
- handle `findDbgUsers()` and `dropDebugUsers()`
- refactoring
