[PATCH] D78190: Add Bfloat IR type

addressed comments: throughout the patch changed the string `Bfloat` to `BFloat`, expanded description of bfloat in the documentation, addressed misc comments.

also added `Type *getBFloatTy()` to IRBuilder.h
