LOG: [GIsel][CombinerHelper] Fix for missed ElideBrByInvertingCond/CombineIndexedLoadStore combines [4/14]

Summary:
Fix an issue which could result in ElideBrByInvertingCond or
CombineIndexedLoadStore being missed when debug info is present. In both
cases the fix is s/hasOneUse/hasOneNonDbgUse/.
