buildbot failure in LLVM on sanitizer-ppc64le-linux

If the minimum required version is wrong, it should be fixed in the cmake_minimum_required directive.

That said, we can't change the minimum build requirements for LLVM without giving anyone any notice.  Please revert your patch and bring it up on llvm-dev.  (This was discussed relatively recently in "RFC: Updating to CMake 3.15.0", but the effort stalled out.)
