[llvm] 79daafc - Reland: [DWARF] Allow cross-CU references of subprogram definitions

I think this is hitting null-assigned-to-a-reference UB, as before CalleeSP is passed to constructCallSiteEntryDIE, it must pass through getOrCreateSubprogramDIE which always returns non-null.

Can I use the reproducer on Darwin? I’ll try building lld and revert 79daafc90308787b52a5d3a7586e82acd5e374b3 for now.
