A minor nit about style:
This probably would be nicer as

```
  if (auto *Val = cast_or_null<ConstantAsMetadata>(
          getModuleFlag("SemanticInterposition")))
    return cast<ConstantInt>(Val->getValue())->getZExtValue();
  return false;
```
