[PATCH] D53876: Preserve loop metadata when splitting exit blocks

The patch was closed by Phabricator since it discovered a "new" commit from git <https://lists.llvm.org/pipermail/llvm-dev/2019-October/135696.html> for this patch while assuming that the committed version is the most recent one. Eli re-opened it suspecting that we still might want to fix this.
