[PATCH] D60657: [RISCV] Fix evaluation of %pcrel_lo

ChangeLog:

- Remove unneeded runtime check and turn it into an assertion.
- Avoid instruction aliases in testcase
- Strengthen check directives for the `NORELAX` case.
