- Added comments explaining the new methods
- Added tests for the MVT/EVT/DataLayout interfaces
- Refactored ScalableSize class operators to build on '==' and '<'
- Added checks in various backends that don't support scalable vectors to prevent legalizing operations involving scalable MVTs
