[PATCH] D60480: [libc++] Integrate the PSTL into libc++

LGTM.

I still have my concerns about how we find, package, and install the PSTL. But after offline discussions with Louis, it's clear this is on his radar as well, and improvements will be made going forward.
This is a good first step.
