[PATCH] D63211: [docs] Fix local docs build

There seems to be a general consensus to change these docs to RST (see also the discussion in D63292 <https://reviews.llvm.org/D63292> and on the mailing list). As such, I'm abandoning this revision. I'll make changes in the coming days to switch things over.
