[InstSimplify] fold fcmp (maxnum, X, C1), C2
This is the sibling transform for rL360899 (D61691):
maxnum(X, GreaterC) == C --> false
maxnum(X, GreaterC) <= C --> false
maxnum(X, GreaterC) < C --> false
maxnum(X, GreaterC) >= C --> true
maxnum(X, GreaterC) > C --> true
maxnum(X, GreaterC) != C --> true
