[llvm] r359426 - [DebugInfo] Terminate more location-list ranges at the end of blocks

We're seeing a pretty serious compile-time regression that bisects cleanly
to this patch, e.g. large files that previously took a minute or two to
compile are now taking > 15 minutes (and timing out).

Is it ok to temporarily revert this patch until we can provide a repro?
