FYI, I'm seeing some stage2 miscompiles with this change (i.e., stage2
cannot recompile itself).

Being the weekend, I haven't had time to synthesize a reproducer, but the
error I first saw looks like this:

Since it's not clear: there are several layers of tokens being pasted here,
but the final pasted string (in scratch space) has flipped some bits:
