[PATCH] D55471: Add new interceptors for FILE repositioning stream

Add new interceptors for a set of functions to reposition a stream:
fgetpos, fseek, fseeko, fsetpos, ftell, ftello, rewind .

Add a dedicated test.

Enable this interface on NetBSD.
