[CodeGen] Fix bugs in BranchFolderPass when debug labels are generated.

Skip DBG_VALUE and DBG_LABEL in branch folding algorithms.

The bug is reported in
https://bugs.chromium.org/p/chromium/issues/detail?id=898160.
