Update TableGen changes, as suggested by @nhaehnle.

Also, renamed LLVMScalarOrVectorSameWidth to LLVMVectorSameLengthOrScalar. Is that easier to parse? [Note that I previously copied "Width" from existing code, but it should really be "Length".]
