In the scenario you gave, mul is a binary operator, 0 is not. Calling
tryReassociateBinary on the operand would be suspicious.
%1 = mul nsw i8 42, %0
(I'd also not expect '42' to be a binary operator in the above. Having
i8 42 be an argument to tryReassociateBinaryOp would also seem wrong.)
