[PATCH] D38808: [CMake] Improve logic for enabling LTO on LLVM itself

Oh right I totally missed that it would be using MSVC as a host compiler to
build LLVM, I somehow misread the context and thought there was a mode
where clang would generate LTO files consumed by MSVC.
