this means we should move the enum declaration out to somewhere that both can depend on?  I'm not sure where would be most suitable for this, BinaryFormat perhaps?

That's where the DWARF stuff lives, so putting CodeView declarations there makes complete sense.

Could we just use a string? CSK_MD5 -> "MD5" -> CHKSUM_TYPE_MD5. Would make for prettier assembly too.

I know what you mean, however in order for the assembler to be able to translate the internal enum to the codeview specific encoding, it will itself need to depend on whatever is defining the internal enum. I think its fine for ChecksumKind to have explicit values. I just don't think its great that they are dependent on the encoding used by CodeView. The assembler should translate the LLVM-internal CSK_MD5 to the CodeView specific CHKSUM_TYPE_MD5.

The checksums had already been placed in the IR, this patch allows

This seems weird. Shouldn't we separate this from what we actually encode and translate it to the codeview specific CHKSUM_TYPE_MD5/CHKSUM_TYPE_SHA1?

I know that the conversion would be trivial but this seems like a bit of a layering violation, especially considering that we encode the ChecksumKind in the bitcode itself...
