(Late) LLVM 5.0 release notes for SystemZ target

Hi Hans,

I just noticed that I completely forgot to send release notes entries
covering the SystemZ target changes in LLVM 5.0.  This is particularly
unfortunate since this time there were actually quite a number of changes
that users might be interested to know about (starting with support for a
new processor generation ...).

Would it possible to still get the release notes in the branch and on the
web site updated?   Here's a patch listing the important changes:
