I'm not sure I understand the motivation for the 'isEmptyCU' test here -
seems like it could be removed? DWOId tells you it's a skeleton, so it will
be empty, right? (but even if it's not empty, is that a problem?
getOrCreateDwarfCompileUnit would be a no-op in that case? (the map lookup
would succeed and nothing further would be done?))
