[PATCH] D27071: Add the ability to get a signed integer attribute from a DWARFDebugInfoEntry.

You can just wait on this until the DWARF generator is in (if it's not
necessary for the DWARF generator, no need to include it in that review) -
once it's in, just add a unit test to this & we'll review it then.
