[PATCH] D24167: Moving to GitHub - Unified Proposal

Thanks for all the comment, my goal is that we get a factual and fair comparison so that anyone that read the document has a good understanding about the difference between the proposals, and the impact of moving to git for his/her workflow.

We could add a "Advantages of each repository" section to summarize at the end the "advantages" of each proposal. It still should be factual though.
