[PATCH] D16127: [powerpc] Reorganize buildbots

This patch reorganizes the powerpc64 buildbots.  A redundant bot is removed, another bot is switched to use cmake, the jobs parameters are tweaked to take better advantage of available CPUs, and the names are cleaned up and regularized.
