[PATCH] D14257: [AsmParser] Generalize matching for grammars without mnemonic-lead statements.

While unfortunate, since Colin decided to commit this without review, he
and the Hexagon team will have to bear the cost of reverting every
dependency on this behavior that they committed without any review or
approval from the community for the requisite change to the broader LLVM
infrastructure.
