[Diffusion] rL248439: set div/rem default values to 'expensive' in TargetTransformInfo's cost model

This fixes PR24343 partially, and is required for FreeBSD on x86.  The long-term solution is still being worked on, but this commit itself should be merged into the 3.7 branch.

Sanjay, I could not really find a code owner for this part of the tree, maybe you know whom to pick, or you can take the responsibility? :)
