Bitcode: ArrayRef-ize EmitRecordWithAbbrev(), NFC
Change `EmitRecordWithAbbrev()` and friends to take an `ArrayRef<T>`
instead of requiring a `SmallVectorImpl<T>`. No functionality change
intended.
