[PATCH] Make CMake files generated by the Autoconf build system relocatable.

I take the view the its the package maintainers job to do that given
that the Debian scripts change the way upstream LLVM is intended to be
installed.

It may take a little bit of prodding to do this though because hardly
anyone seems to test the LLVM exported CMake targets. See the
discussion I started at [1]. Nothing seems to have become of this
though.
