[PATCH] [AArch64] Codegen VMAX/VMIN for safe math cases

Hi Renato,

My patch set is all about *integer* mins/maxs. Floating point would be a logical extension that i haven’t done yet, so I think Artyom’s patch is good to go in in the meantime.
