[PATCH] An llvm.noalias intrinsic

After thinking about this a bit, I think this is a reasonable approach.  I don't claim to be an expert on the semantics of restrict, but am willing to trust that Hal is.  :)

I'd mildly prefer we generalize the intrinsic so that's not specific to it's current use case, but I'm completely willing to see that happen at a later date.

I've started going through the "simple" reviews in the following sequence.  I'm not going to have lots of review bandwidth to spare, but I'll help where I can.
