[PATCH] ARM: generation of .ARM.exidx/.ARM.extab sections

- implementations of permissions() and doContentType() were moved to base class ELFDefinedAtom;
- ARMELFDefinedAtomBase was removed;
- assert message was added;
- minor code changes, comments and formatting after review.
