[llvm] r234343 - Enable W4 warnings by default for MSVC builds

This is a bug on the CMake side that is asking how to remove /EHsc.  Not
really related to  the issue here, but you can see that this user had the
same conclusion: That CMake is initializinag CMAKE_CXX_FLAGS by default to
containa  few values, one of which is /W3.

If you're not seeing the issue, the only thing I can think of is that it's
because you have a cached value for LLVM_ENABLE_WARNINGS that is causing
/W4 to not be added to the command line.  Look in your build.ninja or run
ninja -v to see the actual command line being invoked.  I'm guessing it
contains /W3 but not /W4
