[PATCH] [CodeGen] Combine concat_vectors of scalars into build_vector.

The tests only cover 1 or 2 scalar inputs.  More than 2 is more interesting, and is actually a good testcase for http://reviews.llvm.org/D8885, so I'll revive it and add those there.
