I fixed this in r233784 (using Daniel's approach).  Please let me know

I think that we need to add 'set(LLVM_ABI_BREAKING_CHECKS @LLVM_ABI_BREAKING_CHECKS@)' to cmake/modules/LLVMConfig.cmake.in so that the value is available in $prefix/share/llvm/cmake/LLVMConfig.cmake as well as llvm-config.h. Do you agree? I've already tested this and it works for me.
