[PATCH] LIT-ify the test suite

LIT-ification of the test suite, mark 2.

This has a bunch of the infrastructure in place (lit.local.cfg) files; there's still more to do:
  * Timing of tests should be pushed into LIT proper.
  * Not all lit.local.cfg's are filled in (I need help with this due to legal issues :( )
  * I'm sure there are more things missing...
