[PATCH][Zorg] Add sphinx buildbot to standard_builders

Hi,

This patch adds to sphinx buildbots to the standard buildbots and
removes the custom notifier (that only informed me and Sean).

The sphinx buildbots don't seem to generate too much noise so I think
it's time to allow them to be treated like the other buildbots. I
presume that ``SendToInterestedUsers`` is true for ``MailNotifier``
used for the standard_builders so hopefully the relevant people will
be e-mail when building documentation breaks.

@Sean: Sorry I meant to do this ages ago but I completely forgot until
the sphinx build was recently broken.
