[PATCH] Infer known bits from dominating conditions

Before anyone bothers running test against this, please let me upload one more patch.  I took another look and realized that I have a return where I should have a continue or break.  (for the dominating check)  The good news (I guess) is that I introduced this bug when adding features Hal requested, so my original numbers are still good.  Everything after that is meaningless of course.  :(
